where's my transfer?

I changed the bank I deal with to receive money in the month of November and there was no problem receiving it, but in December I transferred to it, but the money has not yet arrived at the bank. I contacted PayPal and it sent a reference number so that the bank can search for the money, but the bank has exhausted all Attempts were made to find the money, and an investigation was opened to find the money. The investigation responded that the bank had not received the money, but within PayPal’s policy is that if the transfer status was complete, but the money did not reach the bank in any way, then PayPal must return it to the account, and PayPal refuses to return the money, so what is the solution? Now I want my money back

Hard to advise when you don't add your country to your community profile or say where you are located in your post.

Also you haven't said type of funding source you withdrew to, bank account? U.S bank account? Virtual bank?

So your best bet is to contact customer services.

I withdrew money from a local Qatari account and a PayPal account that I had opened from Egypt, and the transfer was complete and good in the first month. Then in the second month, I have not received the transfer yet since December 1.

I contacted customer service a lot, and they did not want to help with more than the reference number. The bank did everything it could to search for that reference number, then opened an investigation and made sure that the money did not reach it.

I provided PayPal with an account statement proving that I did not receive the money, as well as all the messages and results that the bank reached
PayPal's policy is that if the money does not reach the bank, they return the money for a fee, but they do not want to do that, so what should we do?

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You can however in most countries add a U.S bank account (not card) to your paypal account. This is because paypal is a U.S company and allows that option for U.S Paypal account holders working in other countries.

In any transfer system, when the money does not reach the recipient, it is returned again to the sender, so when does this happen? Also, PayPal mentioned this in its policy, but they do not want to move to recover it, even if it is with a fee. I was subjected to a scam and a lie on the part of PayPal, as it cannot return the money as the dealing policy claims. I also did everything from going to the bank and the central bank and we did not find the money.
I am warning everyone now not to deal with him, and more than one person has informed me that I am being subjected to a scam from PayPal, and this has increased in recent times from them, but I will not remain silent about this. I will sue internationally.
