visa prepaid card

in egypt i was told by the customer support of paypal that i need a visa card to be able to send and receive money properly so i added a new visa card now and paypal with drawled 1 dollar ut didn't return it and it says that there is a problem so i contacted my bank and there was no problem with the visa card so i need help what else do i do please ?

Has to be a credit visa card.
