unable to transfer or send money - you can't send money at the moment error message

new account, linked to bank, able to recieve money but can't transfer or send. message says "you can't send money at the moment" 
underneath it says "it looks like there's an issue with your account. Call or email us so we can help." where should i call or email them?

I do understand that you have issue with sending money on your PayPal account. Please follow the link to know how you can connect with our team www.paypal.com/cshelp/article/help378 . You can also connect to the Support Team during by clicking the contact us option at the bottom of PayPal page to get help with your issue. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account).
