the costumer sent me the money but it says that the transaction is declined at my account

the money is taken from the costumer card and confirmed by the bank and it is confirmed by paypal that the money is sent to me but it is not in my balance and I can not claim it

I do not sell good I edit videos so I edited a video for a costumer and he sent me the money but I can not claim it
