temporary authorization

Is there a way to cancel "temporary authorization"? I've paid for a gift card online but didn't recieve the gift card and my money was taken away. I reached out to the company and they told me that they did not find my payment, they also told me to reach out to paypal to ask if I could get a refund. Could someone please help me with this? The seller hasn't accepted nor declined the payment.

When you pay a company then it is often pending or awaiting authorisation until that company processes your order and captures the pending payment.

If they don't process the order and capture that payment then the pending status times out at 30 days post-payment and returns back to your funding source.
