You can 'sometimes' use funds in your balance to send without a back up card or bank for a short period of time when you first open an account. The funds have to be cleared and not pending and in the right currency. You would also need to make your balance your preferred funding choice.
HOWEVER Paypal risk assess all transactions and may block such payments and require you to add a bank or card as a back up funding source. You would also at some point shortly after opening an account have to verify your paypal account by adding a bank or card as per link.
