If suppose a sender is sending money to someone in another country who has to pay the fees for the exchange rate, sender or receiver?

I understand that you are interested in knowing more about the fees for the exchange rate when making an international payment. When you are sending funds internationally you will be charged currency conversion rate and you should be able to see the same on payment screen. Thank you for your post! Thank you also to @shan06 for beginning the solution to this query.
The party paying the currency conversion exchange rate is the one for whom the exchange happens. For instance, if you hold a Euro balance and send money in US Dollars, the exchange will happen on your end (the sender's side). If you hold a Euro balance and send Euros, there is no conversion on your end so there will be no exchange involved for you (the sender). If the recipient needs to convert the funds on their end to get them into their US balance, they will pay the exchange fees.
If you're referring to the cross-border transaction fees, that's a little different. If the payment is a purchase payment for Goods and Services, the fee would be paid by the recipient. If the payment is a Friends and Family payment, the fee would be paid by the sender.

Thank you for your reply. If the recipient does not hold a balance in Euros and opts to convert the funds to receive them, that would be correct. If they open a Euro balance, then they will receive the Euros to that balance without conversion.
