seller is not able to respond to refund request

I recently sent money to a friend in USA, but it did not go through, so i requested for a refund. Now she claims she cant access her account or respond to the refund request, can someone please help resolve this issue? i want my money back

So you didn't ask for a refund, you have opened a dispute?
If so which dispute did you open and also if you managed to open a dispute it means your friend received the money as you can't open a dispute if the payment has not completed !!

to be honest i know she is lying when she said she did not receive the money. Today she said payable contacted her saying that her account is permanently limited. PayPal don't even have number to call so i can check
