The fee you are charged when your buyer pays is unfortunately not returned as part of any refund that you make, so you would have to add the fee amount to the refund from your bank account if you don't have enough in your balance.

They don't charge for a refund, they just do not return the fee you were charged when your buyer paid as part of that refund.
You pay that fee because Paypal provided you with the service of processing your buyers payment and then processing the refund for you and you pay for that service, its no longer free.
Do you not read policy updates, always best to or it may come as a nasty shock.
