"We added your new payment method, but can’t use it right now"

I have been trying to pay for a service for two days and I Paypal keeps on asking me to link my card and my bank when it is already linked. I do not understand what the flying hell is going on with that. What gives? I was able to send the person I was doing business with money but now, paypal keeps on telling me link a card but I have done that process to many times. It is surely not my bank since they have placed no limits on me and they said everything is a-okay on their end. 

What gives?

Try another card? Or contact your card issuer and see if there is a problem on their side.

Failing that contact customer services and see if they can add it for you?

 

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

Did you confirm the card after adding it with the 4 digit code?

Does the billing address of the card exactly match your paypal account address?

I am getting this message back. Multiple times. And it is my literal address and card. I do not understand what is wrong.

Even after I added my details, it just loops back to asking me. And I have been putting my details again and again and again and again, it is driving me insane.
