"The country you're trying to send money to can't receive this payment." Why?

I was receiving a payment (USA). They said they got "The country you're trying to send money to can't receive this payment." message (USA).  I called PP customer service worried about security. I was assured all was OK. I checked, looked good and changed Password and went to 2-step verification. 

 

I verified they had correct email. I do NOT receive money via PP much and have not received money in a long time.  HOW can I verify I can receive money. Again PP Customer service said looks OK security wise. I added more security.  

 

I just want to know can I receive money. Since this was USA to USA I can't image why I'd get this message.
