paypal transaction stuck for 3 week

PayPal withdrawal to bank stuck for 3 week

i withdraw 600usd to my bank in china at Dce 26 , after three week and i still dont receive my money , i called the bank and they said thet don't receive any transaction activity, and my paypal transfer status say it's on "Transfer to Bank" not " completed" , is been like this for three weeks now. please help
