paypal show "we couldn't confirm it's you ”

i don't know why the paypal say "we couldn't confirm it's you " when i  transfer the payment .

i am sure i use the same compuer ,the same id,the same network environment

and i have already contact the paypal service

but i still can not transfer the payment ,i am sure this is the last step i need to do .

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.

after your suggestion,i connected my moblie phone number to paypal account ,i finish the vertified in paypal

but, it still can not work when i try again today

i think i will try later,maybe it need more time to vertified my identity
