payments not being processed thru web

our customers are trying to make payments thru the web and are not being processed. even the ones that have a paypal account. they have even called into paypal to find out why and it seems that no one can help them or me. I have spent hours on the phone between the web designer 'Go daddy' and paypal and have not had any luck with fixing the problem. I can't be the only one that is having this problem. is there anyone who can help me get this fixed.
