payment, friend, sending as a friend, unable

Hello! Please help me, I can't send money "as a friend" because I don't have that option. So, I can't choose between "Sending to a friend" versus "Paying for an item or service". How can I solve this problem?

Not all countries have that option but hard to advise when you haven't added your country to your community profile or told us in your post.
