new account and PayPal says" things don't appear to work right now"

Hello, I have opened my PayPal account in last few days .. now I am trying to transfer some amount from my bank account to my PayPal account's but it is not proceeding and continuously giving the error saying "Things don’t appear to work right now". please help me solve this problem

Have you added and confirmed your bank account with the 4 digit code sent to your bank statement?

Is the name on your bank the same as the name on your paypal account?

You do know you don't need funds in your balance as a buyer do you?
