money deducted from account, but online payment not completed

 I was carrying out an online payment via pay pal. I got a SMS message from my bank saying money debited from my credit card, but pay pal transaction does not completed successfully. the third party web site also shows my order is incomplete.

I was doing online purchase from Qatar to a site in UK. It said i cannot use this transaction.

How to request for refund ?

 

please help me . how to contact pay pal.

Welcome! Thanks for visiting PayPal's Community Forum. Sorry to hear a recent payment attempt hasn't gone quite as you had planned. Thank you for letting us know what you see on your end. It sounds like an authorization was approved by your bank but for some reason the transaction was declined. In those cases, you normally may see the authorization fall off your bank's end within 2-3 days. If you don't see that, please reach out to your bank before reaching out to our Customer Support teams to assist further.
