Evidently I am being restricted from sending money because when trying to sign in I used an old password that didn't work to many times. What doesn't make any since is that I eventually put the correct password in gained entry and even verified my account ownership via a text message code. I was able to add new credit card and everything else looks perfectly fine. I used the Paypal message center without success and have emailed and called Paypal but haven't been able to reach anyone. How do i get this resolved?

Did you confirm the card after adding it, only you can't fund purchases from it until you confirm it?
