i get "Check your information and try again" when i try to transfer funds to my card

i recently add a new debit card to my account and tried to transfer funds to the card but i get

"Check your information and try again."

 
whenever i press next 

note : i am not a US citzen and the account is linked to a chase bank account belongs to my relative

Paypal does not support virtual / digital banks if that what Chase is?

Secondly you can't use a card that belongs to another person as the name and billing address of the card has to match your paypal account address.

the card is in my name 
i have no problem deleting the bank account i used it once and dont think gonna use it again , and chase is one of the biggest banks in the us as far as i know

Welcome to the PayPal Community Forum! I'm sorry to hear you've into some issues linking a funding source to your account. Thanks for letting us know the card is in your name. However, as @kernowlass stated, you'll want to pay close attention to the billing address you're inputting into your account. If the billing address on your card doesn't match whats on your PayPal account, you normally won't be able to use that card. I'd recommend trying another card or bank at that point.
