how to prevent my funds being on hold for the future

Part of an invoice i received is on hold for no reason. It says it's because either i'm a new user (which isn't true) or because there's limited selling history on this account (how does that give you right to hold my money?). How to prevent this from happening for the future and what causes it? If this isn't resolved, me and my customers will stop using paypal
