I want to pay someone, but I only can pay for "friends and family" while I like to pay for "goods and services" . What does the other person has to change to receive money for "goods and services"?

What country are they in?

seller is in Holland, buyer in Belgium. Never encountered an issue before with other sellers in Holland.

Paypal is looking at it and adviced to stop transactions with this particular seller

Are you sending the money yourself? If so when you go to send/request > send money > put in the persons email address > does it then give you only the one option?

OR are you paying a paypal.me link or similar?
