funds not appearing in my account after bank transaction

I transferred the remainder of my paypal funds to my card. I paid the transaction fee paypal tells me "transaction completed" and that my card should have recieved the funds. However, my card recieved no payment from paypal. a little tight on money right now so it'd be great to know where or how i can access the money i transferred.
