This is really bad rate!
EUR/USD is trading on forex at 1.03 but you wan't me to convert it for 0,98xx?
Are you for real @PayPal?

If you buy currency from your bank or post office to go on holiday you never pay the 'rate / rate currency conversion'.
The banks / post offices / travel agents charge a different rate for providing you with the services of providing you that currency, and so do paypal.
Advice is voluntary.
