disabled withdrawal

I have some money in my account that I have tried withdrawing to no avail. The only message I keep getting is

 Oops, the withdraw could not be completed."  

 Kindly assist.

As you have not added your country to your profile (so we can see when we hover over your username) or said in your post which country you are in then sadly can't advise.
Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.

To withdraw funds you need to use the services of M-PESA or Equity Bank to transfer out of a Kenyan PayPal account.
If unable to get those to work customer service assistance would be needed.
