client not receiving funds

I have a problem that when I was sent money from one of my clients i declined his invoice and refunded him that because he was no longer in need of the service that I was providing. he's saying that the prepaid visa that he sent me the money on is still in pending and he didn't receive the refund even though i received the invoice and refunded him. How would i revolve this
