cant send money to family keeps saying can not complete payment at this time?

Hi i received money from a family member a few days ago witch was put on hold from PayPal I contacted the help chat & the lady said was because it was sent as a payment & needs to be sent to "family/friends" they were able to un hold the money. but now i cant even use the balance or send any of it? I contacted help chat once again & they keep telling me to ask the receiver to use another way outside of PayPal.. witch I don't have or I wouldn't be in this situation!! is there anything I can do to make it so am able to use what was sent to me ? please can anyone help would be much apricated

If they sent using the goods/services option and not the friends/family option then paypal would view the payment as a sales transaction and apply the new seller hold as per link.
