I see you're looking to get the refund by cancelling the payments. You can usually cancel a payment that is in a pending status and has a "Cancel" link next to it. Steps to cancel a pending payment can be found here.
If the payment is Completed this means the money has already reached the receiver's account, so it can't be cancelled. To get your money back, you'll need to contact the recipient and request a refund. You can find the contact details of the recipient in the activity page of your PayPal account. You can report the payment if you sent it as goods & services payment. More information about reporting a payment can be found here.
