can't send money from my balance to another paypal account

I am trying to send money from my paypal balance to another paypal account but unable to select this option 

and when click on add a payment option, it requests to add a credit card 

please help me to solve this problem

i think the problem just in my account i cant fine the PayPal balance option in payment method settings
