can't reach paypal help center nor i'am able to report a problem

after making transaction to steam i filled a case that paypal  withdraw money from my debit card instead of the paypal balance.

they solved it to me by Refunding the money to my wallet (WHICH IS NOT WHAT I WANT) and i will lose the purchased items from steam due to this

i want to report a problem to paypal to cancel the refund but the system is not enabling me to select that transaction to report a problem on it so, i tried the message center but it always gives me "no agents available right now" and i need to fix this fast. is their anyway to reach paypal support/helpdesk quickly?

In Egypt, PayPal does not let you spend your PayPal balance! It has to be withdrawn automatically or manually each month to your Visa card so you must pay for Steam with card!
