I just realized that I ordered an item that I previously ordered and don't need 2 of them. I can't get ahold of the seller due to no information on the transaction but I want to refuse the delivery, how would I do that?

You need to click on the transaction and view the sellers info on that details page OR the website you purchased the item from.
Only the seller can agree to cancel a transaction for you and issue a refund.
