Welcome to the community and thank you for your post.
When an account is limited, the funds would be held until it is resolved or after 180 days have passed. When an account limitation is placed, you would be required to complete all the steps in the Resolution Center to resolve it.
If you have received an email stating your funds have been released, and you want to add a new bank to make your withdrawal you would need to contact our customer support. Your account would need to be enabled to add a new bank. Simply click here to contact our customer support, or you can contact us via Facebook or Twitter @AskPayPal.
