Your payment can't be processed for technical reasons error

"Your payment can't be processed for technical reasons try again in a few minutes or use a different payment method." How to solve this issue? what's the cause of this problem? I tried to use different cards and clear cache, cookies but still having this issue

The sending of payment might have been blocked by our security system as it verifies every transaction to make sure that it is risk-free. In this case, please try sending the payment using a different funding source if that does not work, please wait for 72 hours to send the payment from your account.
