PayPal is supposedly active for both sending and receiving money in Ukraine, however when I go to Invoices section I receive an error.

That section was available when previously checked.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

Do not understand why the Invoice option was available on 15th but it is not available anymore then.

So, as I understand payments essentially allowed from One user from Ukraine towards another user who is also in Ukraine right?

You can receive friends/family payments ONLY.

Most countries can send f/f payments but not all.

Receiving goods/services payments has NEVER been available in the Ukraine.
