You can't send them money error

I don't know why, but it is not letting someone send money to me.  It says with a red triangle

"You can't send them money

Your recipient can't accept payments right now."

They are using my email address to attempt the send.

Is there a setting in my account that I need to change?

I can see from the community archives that others are experiencing this issue.  There don't seem to be resolutions posted and most of the threads are locked.

A chat with PayPal support was a hopeless cause. 

Help, anyone?
