Xoom does not refund money

Hi community,
I send money from my paypal account to my bank account via Xoom. The bank did not accept the payment and immidiately refunded the money.
Now I am trying since almost 3 weeks to get my money back - without success.
I filled out forms, sent screenshots of the transaction and everything. I called customer service (german, since I am located in germany), the guy did not want to help either. Some of my questions he did not answer or spoke very unclear making his voice not understandable.
I don't know what I can do now, why don't they just refund the money on my paypal account? They know that it is from myself.
What would be the next step?
