Would first time refund and fee ever be waived?

The buyer of something I was selling on Facebook suggested using Paypal, and having never used PP to sell, was not aware of the outrageous fee structure. Paypal used to be that you could accept or reject the transaction/payment, and you could see the potential fees - when did that change?
So upon trying to void the transaction altogether, PP in deed refunded the buyer, but (yes, per their policy) they are keeping the original $75 fee.
If I get through to a human on their help center, being this is my first transaction, might they waive that fee?
