When withdrawing money from upwork I get a notification that paypal has been rejected. After that the payment method is switched off and there is not even a transaction with an error status in the event log in the paypal app

Sorry to hear that you're not able to withdraw from Upwork to your PayPal account. The option to receive money to your PayPal account is not available for your country. You can view the services available for your country in the PayPal website.
