Withdrawal has been completed for 2 weeks, no money have reached my bank

it's already been 2 weeks since i withdrawed my money from paypal and not a single cent has come yet, and worse, i have no way of contacting paypal, in the Call Us section of help, it only shows the Singaporean number, im vietnamese, i have no way of contacting Paypal, any help?
