Why was the transfer denied

Yesterday my client had an attempt to send me oaypal transfer. Transfer got a code. But money didn't take off his card. What the problem?

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

However the friends/family option is not available in every country.
Unfortunately your sender may be in one of those countries that can't send friends/family payments to the Ukraine.
You still can't do commercial transactions and receive goods/services payments.

Its also against paypal rules to sell using the f/f option.
