Why they keep asking to link a new card even i already linked it.?

I can't send a money on paypal because they keep asking to link a new card. But I already linked 2 card.

As @kernowlass has mentioned, have you confirmed the cards that are currently linked to your account? A credit or debit card that is linked to your PayPal account will need to be confirmed before it can be used.
