Why is "Cash a Check" instant fee $30 when it used to be almost nothing?

Trying to cash a fairly large check with paypal, as I normally do, and the price for instant deposit has gone from mere dollars to THIRTY dollars. What has caused this and why should I even use this service anymore if other companies are doing it better

Fees are in paypals user agreement.

As for whether you should use Paypal or another company that is entirely up to you.
