Why is my payment being declined when I have money in my PayPal balance

Why is my payment not going through says your payment was declined but I do have money in my PayPal balance what do I do

Are the funds cleared and not pending?

Are they in the correct currency the person you are paying accepts?

Also have you done this? >>>

Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot the balance option.
