Why is Paypal support so slow?

Is the PayPal support always so slow? I type something in their unresponsive chat box. Many characters are missed while typing and from time to time I also get this message:

There is still no reply from support and the issue is that the seller Hostgator overcharged me for $458.69 and they said that they have refunded me already, but there is still no refund in my PayPal account!

All this is so frustrating, I will delete my PayPal account as soon as I resolve this issue. I can't trust my money to such an unresponsive support system!

Do any of you community members have better experience with PayPal support?

If you funded the original Paypal payment to the seller from your bank account or a card then once marked refunded/completed it will automatically go back to that bank account or card.
Normally it can take a few days up to a week to go back to a bank account. Paypal say allow 30 days for a card (1 billing cycle) but its rarely that long.
(Can vary according to country though).
