Why is Instant fee and Standard fee the same for me

both instant and standard fee are 1% and want's to take 0.25 Eur when I try to withdraw to my visa, the description of standard fee says that there should be less or no fee why is that?

Welcome to PayPal Community! I understand that you are having issues with the fees present. In Serbia, the minimum fee based on a card withdrawal is .25 Euros and the maximum is 10.00 Euros. Typically, if there isn't a bank account linked to your PayPal account and you are trying to transfer to the same card as an instant transfer, the fee will appear the same for both.
