What is the point of PayPal putting a refund into my PayPal Credit account?
Why don’t they add it to your PayPal balance so that you can withdraw the money?
I have £149.99 credit which I cannot access.

You can call customer service to issue a refund or wait a couple of billing cycles and they issue a refund automatically sending the funds to your bank account or PayPal balance, whatever their policy is. Another option is to spend it by applying that credit or overpayment to a purchase.
