Why do I get "Check your account at <credit card issuer> before retrying this card"?

I made one purchase using PayPal and it went smoothly, then within hours, when I made another purchase on another website, I keeping get "Check your account at <<credit card issuer>> before retrying this card" even though it is the same credit card tied to my PayPal. How can this problem be resolved?
