Why did PayPal ignore my preferred card?

I had a preferred credit card on  my account that was not PayPal. Somehow PayPal was starting to become the default for more and more services. I wanted to use PayPal as the default for select things such as paying my web hosting provider, and online music service, etcetera.

 

When I would log into my account I would verify what my default card was.

 

I was surprised to find out I had an outstanding nearly $800 balance, and even more surprised to have a customer service person lead me deep into the settings where there was a growing list of things that PayPal had become the default payment method. Furthermore there was something cryptic entity I could not recognize that had been surreptitiously charging me an arm and a leg on a monthly basis. Why show the default card being used in such a prominent way, and then have services for which I did not want PayPal be buried layers deep? Doing that permitted some slimy service to keep charging me $59 dollars a month and at one point over $350 without my knowing it. I certainly can't trust PayPal to be transparent.
