Why can't I send payment to "Friends/Family"? I cannot change "Goods and services payment"

From my US Paypal this is not a problem.

From my Israeli Paypal -- it's not an option.

Why? 

Am I missing something?

The friends/family option is not available in every country, and unfortunately Israel is one of the countries where it is not an option.

Have you checked out xoom to see if that is an option for you?
