Why can't I receive payments?

I recently created paypal ID. also added my bank details which I confirmed it also and paypal emailed that I can now receive funds in my account. But when someone tried to send to my account, they said that my account don't accept payments? I saw some videos on YouTube about how to create PayPal I'd so that I can know if I've done some mistake or not. They said only business account can receive money and personal account can only used for sending the money. Is this true? Also, I live in India. So let me know if there is something different rules here.
