Why MONEY STILL ON HOLD?

you said this amount would be available by now October 20. Why it's still on hold!!!!
if you can please kindly help me increase my account limitation or anything just to stop this limitation of my account. I've been waiting for the release of my money!!!!! But it's still on hold!
where should I request for increasing of my money in account!!!!!!!!
